The National Database and Registration Authority (NADRA) is responsible for issuing the Smart National Identity Card for Overseas Pakistanis (SNICOP) to citizens residing outside Pakistan.
Any Pakistani citizen can apply for this document in their respective country, allowing them to travel to Pakistan without needing a visa, especially if they have dual nationality. A passport number is a necessary requirement to obtain the Smart NICOP.
