Stalin, the leader of the Soviet Union from 1924 until his death in 1953, was charged with planning a famine in Ukraine in 1932–1933.

Estimated to have killed five million people, the incident—known to Ukrainians as the Holodomor—was this week recognised as a genocide in Bulgaria.

Mr. Putin has wrongly attempted to portray Russia’s invasion of Ukraine as a struggle against nationalists and Nazis, which he claims are in charge of the Kyiv administration, throughout the entire conflict.

Stoltenberg, secretary general of the European and North American military alliance, cautioned that Beijing was keeping a close eye on developments in Ukraine and “learning lessons that may affect its future decisions”.

He spoke with Japan’s Prime Minister Fumio Kishida during talks as part of Stoltenberg’s journey to Asia to strengthen connections with democratic allies.

“What is happening in Europe today could happen in East Asia tomorrow. So we must remain united and firm, standing together for freedom and democracy,” he said.

Stoltenberg and Kishida expressed concern about the growing cooperation between China and Russia.

“We highlight with concern Russia’s growing military cooperation with China, including through joint operations and drills in the vicinity of Japan,” they said in a joint statement.

Stoltenberg had pushed South Korea the day before in Seoul to provide military help for Ukraine, which was invaded by its neighbor Russia about a year ago.

On Tuesday, though, he commended Japan’s “firm position” and “significant support” for Ukraine.

Provocative behavior

Stoltenberg and Kishida both expressed alarm about North Korea’s “provocative behavior,” which ranged from nuclear testing to ballistic missile tests.

PARIS: After hitting $1 trillion last year, investment in clean energy is on the verge of surpassing spending on fossil fuels for the first time.

Despite the achievement, BloombergNEF estimates that spending on energy transition technology must instantly increase to fulfill the aim of net-zero emissions by 2050 to mitigate climate change.

Renewables, nuclear, zero-emission vehicles, and recycling initiatives received $1.1 trillion in investment last year, matching spending on fossil fuels, according to the report.

This represents a 31% increase over the previous year and the first time the investment amount has been calculated in trillions.

According to the research, the surge was caused by the energy crisis that followed Russia’s invasion of Ukraine.

“Investment in clean energy technology is on the verge of overtaking fossil fuel investments and will not look back,” said Albert Cheung, BloombergNEF’s head of global analysis.

Top polluter

China, the world’s top polluter, was by far the largest investor in energy transition, with the US trailing far behind.

China accounted for about half of the total worldwide investment, mainly in the steel recycling, renewable energy, and electric vehicles (EV) sectors.

Germany has maintained its third-place ranking, owing partly to a strong EV market.

However, a reduction in offshore wind projects caused investment in the UK to plummet by about a fifth, according to the research.

Renewable energy was the most heavily invested in the sector globally, accounting for $495 billion, followed by electrified transportation projects.

With the exception of nuclear power, all other sectors received unprecedented levels of investment, according to the experts.

The advancement of energy transition technologies coincides with an increase in fossil fuel investment in many countries in an effort to ensure energy security.

The war in Ukraine disrupted worldwide power supply because Russia, a major supplier of fossil fuels, curtailed gas supplies to European Union (EU) countries and was sanctioned for the invasion.

According to a separate analysis released on Tuesday by Ember, an energy think tank, wind, and solar energy generated 22% of EU electricity, exceeding gas (20%) for the first time.

WASHINGTON – As tensions rise over the Ukraine conflict, the US stated on Tuesday that Russia was not complying with the New Strategic Weapons Reduction Deal (START), the world’s only remaining arms control treaty between the world’s two major nuclear powers.

In response to a congressional request, the State Department chastised Russia for suspending inspections and canceling discussions. However, it did not accuse its Cold War opponent of exceeding agreed-upon limitations on nuclear warheads.

“Russia is not complying with its obligation under the New START to facilitate inspection activities on its territory,” a State Department spokesperson said, charging that Moscow’s refusal “threatens the viability of US-Russian nuclear arms control.”

“Russia has a clear path for returning to full compliance. All Russia needs to do is allow inspection activities on its territory, just as it did for years under the New START Treaty, and meet in a session of the Bilateral Consultative Commission,” he said, referring to the formal talks set up under the treaty.

“There is nothing preventing Russian inspectors from traveling to the United States and conducting inspections.”

In early August, Moscow stated that it would suspend US inspections of its military sites under New START. It claimed to be in response to American obstruction of reviews by Russia, which Washington denies.

Diplomacy between the two nations has dwindled in the last year as the US has led an effort to punish Russia economically and supply Ukraine with billions of dollars in weapons as it fights back against a Moscow invasion.

Russian President Vladimir Putin has expressed thinly disguised threats to use nuclear weapons in Ukraine, reigniting Cold War-era concerns of a nuclear war.

Russia indefinitely postponed talks under New START that had been due to start on November 29 in Cairo, accusing the United States of “toxicity and animosity.”

Make the world safer

President Joe Biden extended New START by five years, until 2026, to allow time for negotiations while protecting what the Democratic government sees as a crucial current deal.

The previous Trump administration blew up past arms control treaties and was unwilling to keep New START in its current form, claiming that any nuclear pact must include China, whose arsenal is quickly rising but still much less than that of Russia and the United States.

The Biden administration showed a desire to preserve New START, stating that the pact was intended to “make the world safer.”

“To fully deliver on the promise of the treaty by ensuring it remains an instrument of stability and predictability, Russia must fully implement and comply with its obligations,” the State Department spokesperson said.

Republican members, who won control of the House in January, had urged Secretary of State Antony Blinken to report on whether Russia was in violation of New START by Tuesday.

The Republican chairs of the foreign affairs, armed services, and intelligence committees wrote last week that Russia’s actions and words “at a minimum create substantial compliance issues.”

The new START treaty, signed by then-President Barack Obama in 2010 during a period of improved ties, limited Russia and the United States to a total of 1,550 deployed strategic nuclear warheads apiece, a reduction of over 30% from the previous limit set in 2002.

It also restricts the number of launchers and heavy bombers to 800, which is still sufficient to destroy Earth.

Iranian military factory hit by drone attack

Mr. Zelensky, on the other hand, claims that there can be no neutrality in sports while his country’s players are dying on the battlefield.

He also drew parallels with the 1936 Olympic Games in Berlin, which were held during the Nazi regime.

“There was a major Olympic mistake,” he said. “The Olympic movement and terrorist states shouldn’t ever,  cross paths.”

UN accuses Russia of breaking child protection rules over refugees

The head of the UN refugee agency has accused Moscow of violating “fundamental” child protection principles by issuing Russian passports to unaccompanied child refugees.

Filippo Grandi added that Russia had then placed these children for adoption by Russian families.

He stated that the UNHCR would try to gain access to those affected and find solutions in their best interests.

Mr. Grandi, on the other hand, admitted that he had no idea how many children were affected.

“In the situation of war, you cannot determine if children have families or guardianship. And therefore, until that is clarified, you cannot give them another nationality or have them adopted by another family,” Mr. Grandi said.

According to the most recent UNHCR figures, nearly three million Ukrainian refugees have been registered in Russia, more than in any other European country. It is unknown how many of these people are children.

Earlier this month, a Ukrainian presidential adviser claimed that nearly 14,000 children had been “deported” to Russia from occupied parts of Ukraine, accusing Russia of kidnapping them. The allegations have been denied by the Kremlin.

Mr. Grandi stated that the UNHCR seeks access to Russia “all the time,” but that this has been “rare, sporadic, and not unfettered” thus far.

UN’s top human rights official expressed concern

His remarks come after the UN’s top human rights official expressed concern in July that Ukrainian children were being “forcefully deported” to Russia from orphanages in the eastern Donbas region. There was also concern that Moscow was “changing existing legislation” to expedite the process.

Michelle Bachelet stated at the time that she was unable to confirm the allegations or the number of children who may have been affected.

Then in September, the assistant UN secretary-general for human rights said there were “credible allegations” of “forced transfers of unaccompanied children to Russian occupied territory, or to the Russian Federation itself”.

Mr. Grandi was speaking to local residents at the end of a six-day visit to Ukraine, telling them that “the whole world admires you because you are strong people.”

He predicted that more refugees would return to Ukraine this summer, as they did last year, but warned that more fighting would lead to more displacement, particularly internally.

Mr. Grandi also painted a bleak global picture when it came to refugees, predicting that the current figure of around 103 million would “almost inevitably” rise in the coming years.
